Ah hah!  Success!  Thanks Bob.

Turns out the modem script I was using was turning on hardware flow control with 
at&e4.  But that's the wrong command.  It was the right command for an earlier model 
of the multitech, but not this one.  I successfully sent a fax, and it even had a the 
debian swirl on the default cover page!
