Thanks Bob!!! That is exactly what I wanted.  But another follow-up:
I found the "Key Bindings" in "Look & Feel" in the control center, and
see the alt-f3 entry, but don't see any entry for "sticky" -- also,
kde doesn't put a "sticky" option in their window dialogs (not mine,
anyway!)... is there some way to select "advanced menus"??  Or do KDE
folks find this just not useful?

I now have started 'gkrellm --wm' so that I can click the sticky button,
but this doesn't quite do it for me:  I still want to be able to remove
the window's frame after I make it sticky, OR be able to make it sticky
without using the frame controls (ie a keybinding)...
