I am running KDE 1.1.2 - you're probably running something more
current.  In my version, the last entry in the control panel's list of
actions is "Window toggle sticky".  I can select that and then assign
a key to it.

I wouldn't think they'd remove it.  But I can't see your computer from
here. (-:
