There is festival rpms for red hat 6.1 work on mandrake 7.1 .

there are:
screader-1.7.bin.tar.gz  text-to-speech translastor
speak-1.0.tar.gz         says words through /dev/audio
These are in the public domain.
For a price force computers has one and
IBM has via voice text to speech.
There are probably others.
You might try searching on www.google.com/linux and investigating the
results of the search.
