Subject: scan and /usr/lib/locale

I have a question concerning the use of "scan".

This morning, got up, noticed my router going light crazy, so I
checked my nameservers to see. In /usr/lib/locale, there are tons
of directories in there, with names like ar_AE and he_IL and so
on. Inside these directories are similar files, like LC_MESSAGES
and LC_TIME. I take it this is part of the "scan" process,
after looking on the web for info. The question is, are these
supposed to be running for some reason? I have never noticed them
in a top before, and "scan" is taking up 97% of one slave
server right now. Call me paranoid, but am I getting hacked?

Any suggestions would be helpful before I blow away all these
directories and kill the processes, and write a sh script to stop
it next time I guess. But before I do all that, I thought I'd
ask people who know more than me about "scan".

Thanks
