It sounds like the panel program is starting and crashsing.  There may
be some indication of this in...I think it's .xsession-errors in your
home directory where the messages go.  If that's the case, one thing
to try might be to remove the panel configuration files in the .gnome
directory; gnome will automatically recreate them with defaults when
it starts.
