Pretty much what I seem to have to do, unless somebody tells me
something I don't know, is the following...

With p option, it will use $HOME/.procmailrc (it will never hit
/etc/procmailrc)

Without p option, it will use /etc/procmailrc first, then move to
$HOME/.procmailrc.

Either there is a bug in it, the man page is wrong/confusing, or I am
just not in my right mind today...  The version I am using may be as old
as 9 months, though...
