Took a second look at what you want.
If exists $home/.procmailrc use it, else use /etc/procmailrc, right?
And the default is use /etc/procmailrc and then $home/.procmailrc
possible way(s) to fix:
1) use a source statement in /etc/procmailrc to source the users
$home/.procmailrc
2) replace empty $home/.procmailrc files with a source statement for
/etc/procmailrc
add this this is /etc/skel and you'll never have to fix it for new users,
just existing ones
You are correct, this is clearly a bug/missing feature. The man page says
it should do it, and either the man page is miswritten or it's a bug.
