Rob,

There's a very good emulator for palm-like machines.  You compile
programs with a cross-compiler and copy them to the emulation system,
and save the rom before exiting the emulator.  I was using the 
emulator for a few weeks while I was waiting for my Palm to arrive.

Don't know about the ipaq though.
