One of the first things that was driven home to me when i started sysadminning
at efn was that *all config files must be version controlled*.  We have 
generally used RCS for this purpose, and i've done the same on my personal
systems.  Putting the entire /etc hierarchy under CVS is an approach i
have not tried, but it sounds interesting.  It would have to be carefully
controlled, as you touch on, but i don't think it's inherently any more
dangerous than shell access to the machine where /etc lives...
