There are some OpenBSD ISO images on ftp sites that are perfectly legal.

They're just not the official OpenBSD images.

Not to condone not buying an official CD, but ...

$ export MIRRORDIR="ftp://ftp3.usa.openbsd.org/pub/OpenBSD";
$ cd /path/to/isoroot
$ wget -r -nH --cut-dirs=2 ${MIRRORDIR}/3.0/i386
$ wget -nH --cut-dirs=2 --glob=on ${MIRRORDIR}/3.0/\*.tar.gz
$ cd ..
$ mkisofs -b 3.0/i386/cdrom30.fs -o OBSD30.iso isoroot

Should do the trick.
