i've always favored the "Header, Sidebar, Body" formula.  two sidebars is just
annoying.  which one is the body of the text?  which one do i look at for
links?  two sidebars is a weak attempt at cramming more information on one
page, when it could just as easily be split among a few extra pages (with
meaningful links to them...)

the real question then becomes "what is the focus of the website?"  is the
focus to be tons of links?  in that case, two sidebars may be favorable.  but
if the focus is information, and conveying it in a pleasing manner, one sidebar
may actually be too much (in which case, the header becomes the navigation
point...)

one more thing : frames are just f**king annoying unless they are done right
(this rarely happens...)  tables are far better for formatting...  also, black
is not a background color (according to several professional web designers.  i
actually prefer it...)
