Ok, more info. I just checked. The previous server had a DefaultType set to "text/html". Apache defaults to "text/plain". So the people that wrote the crappy cgi scripts (of which there are about two dozen) had been writing this wrong all along, but the server was (and the brosers it appears) were fixing it for them. Man I love this group.
