If you are interested in a web publishing suite with all the bells and
whistles, you could go with IBM Websphere, if you can do big downloads or
can get the sales reps to ship it to you. I didn't have any luck. about $70.
It works on Linux and Windows.

Abiword does Cascading Style Sheets, XML, HTML 4.0 but no tables until the
next version. Supports images - png and bitmap with more if you download a
plugin. I used it on windows and turned it into pdf with a free but
proprietary piece of software . It can import word documents as well as new
versions of word can import old versions of word. Abiword comes with GNOME.
Really slow 4 mb download for windows but free.

Kword will "print" to PDF files (and postscript). I just started playing
with the frames today, but I will see how it outputs to pdf tomorrow. Kword
also saves as html. Kword only works on Linux/UNIX.

If you are interested in making structured PDF files, try htmldoc at
www.easysw.com/htmldoc It is free without support and you can download
source code. It also works on Linux and Windows.

I liked using webmaker if you like do html by hand. I used that back in
1999. This only works on Linux/UNIX.

I'm sure there are many new tools but at linux start there are thousands of
software and they are hard to sort through. I tried searching for web page
editor and only got 1 hit - I think it was proprietary.
