KDE 2.x has known printing problems, among them are pagination.
These are pretty much fixed in KDE 3.  If non KDE print jobs look

What kind of lines?  Some kind of code or random straight lines or
"waterfall" lines or misaligned printing head lines or ... ?

or just a generic HP inkjet driver?  Are you using this PPD file in
PPD file aware apps (like KDE apps, {Star,Open}Office, etc)?

Did you play with the gamma and/or density settings?

Well, one would expect developers who are given the specs and paid
under contract to be able to write better drivers than those who
do it for free, although this is not always the case :)
