The letter was hosted at gnu.org.pe and Dr. Villanueva does appear in the
registry of the peruvian legislature, so he's for real as is the letter.
I think you are just seeing the limits of theregister.co.uk.

The letter is a very clear explanation of why a government founded on
democratic principles should adopt free software as the practical
expression of those ideals. Too bad our own country barely even pretends
to be a democracy anymore.
