The two main problems that made it not work were that 

1. I had Notepad set on word wrap
2. I uploaded the scripts in binary mode

And yes I read that section about EFN having two versions of Perl over a year ago, 
buried as it is but didn't 
remmember - thanks for reminding me.

I tested it and it seems to work.
