On my Mandrake 8.2 system all the KDE icons are located in /usr/share/icons.
This seems to be the default location where KDE desktop shortcuts look for
their associated icons. If you search for kcontrol.png (one of KDE's icons)
on your system where does it show up? If it's not found or if it's located
somewhere other than /usr/share/icons then there is probably something wrong
with the KDE3 packages you installed. Maybe they were not made correctly to
work with Mandrake 8.2? What is this Linux Format CD you say KDE3 came with?

I suspect that if the icon location is wrong then other things in KDE3 will
be broken too. Perhaps you should try downloading the KDE3 RPMs provided by
Mandrake. Here is some discussion about this from the Mandrake Newsletter.
