Generally, one uses

           ifwadmin (SP???) or something like that for old kernels
           ipchains         for 2.2 kernels
           iptables         for 2.4 kernels

If this is a dedicated firewall, you might also consider using one
of the many many firewall distributions.  These are a lot simplier
than building a firewall using a general purpose distribution like
Debian or SuSE or RedHat.

Firewall distros include such things as:

         floppyfw
         Linux Router Project
         SmoothWall
         Astaro Security Linux
         Netule
         Trustix
         and about 150 million others.
