You didn't specify XF86Config or XF86Config-4.  I found there are some 
diferences.  

I found this on a link .  You can try XF86Config-4

section "InputDevice"
        Identifier      "Generic Mouse"
        Driver          "mouse"
        Option          "CorePointer"
        Option          "Protocol"              "IntelliMouse"
        Option          "Device"                "/dev/gpmdata"
        Option          "Emulate3Buttons"       "true"
