I have a stage 1 Gentoo CD I just made a week ago, but with that you still
end up downloading a huge amount of stuff, a stage 2 or 3 tarball not the
least.  If you're interested in Gentoo but are more the type to use RPM
dists, I suggest waiting till Gentoo 1.4 goes final.  1.4rc1 is rather
rough around the edges.

Borland has such a thing for a fee and no source, as does CodeWarrior.

Anjuta exists for Gnome, kdevelop for KDE.

Others too perhaps.  I kinda miss the Borland DOS IDEs for C++/Pascal, the
ones written in Turbo Vision.  They were rather useful.
