Ill have to assume your hosting your webserver from home, which wont be your 
home while moving... 
You have an EFN account, you can keep your EFN account after you move to 
portland (although you will want to upgrade to willamette wide access) this 
will give you a local dialup number in portland, and a place to host your 
website (http://www.efn.org/~jamesf)

The above paragraph is rather confusing for me... but Ill try...  To do DNS, 
you will need aproval of your upstream DNS provider... which will be 
different at both locations.. and probably more trouble than its worth.
There are dynamic dns solution providers that can map dns names (such as 
MyGreatBox.Whatever) to IP addresses (such as 23.237.28.129), they allow you 
to change  your IP, but keep the name the same) without having to deal with 
DNS admins
