getting closer!
I got it to do this:

  The Famous Joke of the Day One Liner!

  Roses are red, Violets are blue. I'm Schizophrenic and so am I.

%
  The Famous Joke of the Day One Liner!

  Seek domestic happiness and faithful friends.

%
  The Famous Joke of the Day One Liner!

  Sex is hereditary. If your parents never had it,
  chances are you won't either.

This is the current version, it just needs to insert the:

 `,,``,,``,,`

#!  /usr/bin/perl
$joke=0;
while(<>) {
    if(m/Liner!/)    { $joke=1;}
    if(m/^From .+\@.+/) { print "%\n" if ($joke); $joke=0; }
    print $_ if($joke);
    }
print "%\n" if($joke);

:  `,,``,,``,,`
:
: The Famous Joke of the Day One Liner!
: then insert the text after "One Liner!", and before if(m/^From .+\@.+/)
: which would save from having to search
: " `,,``,,``,,`
:
: The Famous Joke of the Day One Liner!"
:
: I tried hacking at it a bit... got some ugly results!
