The first thing I would try would be to log in as root (don't su) at the
console and try the emerge from there.  I've noticed this issue
occasionally, most notably on a previous version of vim, and this fixed
it.  As Roger said, you might also try creating the directory.  Also, if
you are using the new functionality of the portage group that allows
non-root users to do an emerge, it won't allow you to create files under
/root.
