No, your running xserver has nothing to do with ssh X forwarding. X doesn't need to be running, or even configured. I have X programs on one headless box that doesn't have X fully installed or configured. Yet, I can run X programs remotely through ssh. All that is needed are some x libraries, which are installed as dependencies from a debian x package like ethereal.
