That is a posibility, probably a very bad idea, as everyone on the list has 
stated that they do not wish to be contacted, if called they are not likely 
to buy their product or service, and Im guessing many would be inclined  to 
report it as a crime. 
The only thing that would make sense is someone trying to defame thier 
competetors by doing something like that (lets say your microsofts biggest 
compettetor, you get the numbers, setup a machine to call and promote 
microsoft's products and services, people get upset (understandably), 
complain, saying microsoft called them, microsoft looks like the only one 
that could benefit and gets blamed. It seems like anyone  doing this will 
eventually get caught, I wouldnt even know how a person could get away with 
it, but that too is possible too!

Im surpised i havnt read that "the government" is using this info in some 
conspiracy, or to further "Liberate" us from our freedoms.
