Available and downtown mean the same thing in this context.  Because
there is a CO down town, and on river road, as I described.  Unless your
building is hovering over down town, you'll be able to get a t1 to it.

Outside of downtown, the best bet is to talk to an isp who will be
providing the services.  They will tell one directly whether or not one
is within reach.
