I've been wrestling with my .emacs trying to get it to
define a default comment syntax

I'd like have shell style "^#" comments turned on for comment-region
by default in all buffers; but it seems to be one of those things that only
happens for some modes and not others...


C-h C-v comment-styles
lists the styles known by default
C-h C-v comment-start
does not get defined even when I put
(defvar comment-start '#) (which errors out with invalid read-syntax)
into my .emacs

and google is not helping me much.

any pointers? I get this sense that there's something about elisp I don't
quite grasp, so ...
