In /etc/sshd/sshd_config, ensure the following line
exists:

PermitRootLogin no

You'll have to restart sshd, but afterwards, root
won't be able to login via sshd.

/etc/securetty controls which ttys root can come in
on. It should be set as you want it by default in
RedHat (I believe). There should also be a man page
for securetty.
