googlejuice most likely; various webmaster accounts I'm associated with get three or four of the "reciprocal link" offers per day.
some of them are attempting to get a particular site rated high in the rankings by asking for straightforward links along the lines of 'Sexual Potency' => manlymen.com
most of them are flat-out trying to game you, guilt trip you, whatever;
so that they can drive traffic to one site and then redirect it to another.
Traffic is a business.
