dd
  + easy and probably the fastest copy
  + uses linux
  - cannot change partition size
xcopy
  + can be used into a different partition size
  - reboot is accompanied by disk check

I can see why you might want to shrink the Windoze partition.
I did that several times before eliminating the OS from my
system.  I don't see any reason to grow the partition.
