I believe he's talking about DVD appliances, not PCs.

my guess is he want's to share these CDs/DVDs with possibly
non-computer savvy folks ... ie, he wants to make a playable
VCD/DVD.

DVD players have a "virtual machine" that understand a limited
set of commands.  I've never heard of DVD viruses or worms
or any other malicious DVD hacking.

Of course, inserting a DVD into a Windows machine probably
makes the system check if there is a playable DVD in the
tray ...
