run: # rpm -q perl-CGI

You should get an rpm name if it's installed - what is it? I'm beginning to think you do not have the CGI module rpm installed.

Po wins a cookie. He was right, I did not have the perl-CGI rpm installed. I saw CGI.pm.newcgi along with a CGI directory in the perl lib directory and assumed that I must have had it installed. I downloaded perl-CGI rpm from rpmfind.net and viola, it all works. Now lets see if I can migrate my wiki pages with minimal data loss....
