Is your system time correct?  From a console, run the date
command.  You'll see something like this.

$ date
Mon Jan 17 09:34:37 PST 2005

Two things to check for here: Is the time right, and is your timezone
PST.

If either one is wrong, that's your problem.  Fix it, reboot, and
check that it stayed fixed.

If your system time and timezone are correct, then reboot and check
that the time and timezone are still right.

I think that once you get your system time and timezone right, and
restart everything (so everything gets the current timezone), the
timestamps on outgoing email will be right too.
