Probably...XKB appears to be pretty flexible.

But yecch!  The ALT-numberpad codes have absolutely no mnemonic value
whatsoever.  Whereas the compose key combinations are usually easy to
remember, or to guess if you forget.

Of course, for the really lazy, there's always gucharmap or kcharselect.
