If the flood is at home, let your landlord know so he can call the
insurance company.  If it's at your office, let the building's
landlord know.

The insurance company will bring in specialists who have the tools and
experience to actually stop/prevent building rot.

When our toilet flooded last spring, my first thought was to shopvac
it all up.  I did so.  Then the mitigation company arrived and got
~100 gallons that had already soaked through the floor.
