Well I got inspired by a few other Northwest groups plus BAWUG in
California. Basically i think it would be a net thing to do and good
for the community as well that's pretty much it.

Steve,
If you are looking for modifiable wireless routers, I suggest
Linksys.
<$20 in parts will add a serial port. You could actually build one
serial adapter and simply populate the pads for the connector on each
AP. Linksys posts a GPLed software only version of their firmware on
their website so you can easily rebuild the firmware.
Just an FYI. When posting to the list, you may want to make sure you
reread your mail and check capitalization etc. At the moment we are
actually meeting in Springfield, although that will hopefully change
next month. We've been meeting at the old Masonic rooms above S.A.F.E.
on Thursdays starting around 7:00. you can pull the address out of the
email archives if you need to map it. Next week there will be no
meeting as most of us will be at the Software Association of Oregon
Meeting in Eugene.
Can you explain for us here the reasoning behind wanting to take on the
project of building out a whole WIFI network for public consumption?
I'm curious what made you decide to go this route.
