Due to the minor technical oddities you notes, I believe this posting did come from HR -- not to badmouth HR, but I think they have their own special skills and I try not to harass them about things I might geek out on... sound reasonable? I'm replying three times, because I believe this is a legit job offer and I really don't want to see any hostility from our users group in regards to these opportunities, which we've historically welcomed.
And... is anyone "dumb enough" to publicly post about their life? YES! Have you ever read blogs, or any of the many homepages on academic servers (students and professors)? I see tons of techie sites where people post their full resumes also. Do you really think they're all "dumb"? I disagree. A better description might be "not afraid" or "over it". Are you familiar with the security risks of the ominous "analog hole"? If you are reading something personal in a public space, do you continuously watch for people on top of buildings with binoculars? (they're there!) If you get a call on a cell or cordless phone, do you do something to try to find out if people are eavesdropping? :)
Sorry to go off like that.... but hey I'll go ahead and argue that HTTPS is not "safe" just for kicks. The only "safe" way, is to destroy all the evidence! Once you get the job anyway, then they want your SSN -- so forget about that. ;) Yeah, some methods are better than others, but would you really ignore a potentially good job because some HR person was given some technical choices/freedoms, with which they made some decisions which you don't like...? Not every little detail reflects the employer's intention, right?
Maybe I'm way off-base here. Sorry folks, if I'm being a big dummy. I just posted this to a publicly-archived mailing list, crap!!! Now the world knows I have an attitude and my options in life will surely wither to nothing....

Get real. Is anyone dumb enough to send their life history resume to a
generic email address? If you do you are just asking for identity theft.
Never send your resume info via email, unless it is encrypted. The only
"safe" method to submit your resume info is thru a https protected form on
the organizational/corporate website (and even that is not necessarily
safe). Faxing resumes was considered safe, but who is staffing the fax
machine down the hall. And regarding snail-mail there is the local
curmudgeon-postman to contend with. Paranoia big Destoya. ;-)
