You might check our automount(er). There are utilities that will automagically mount floppies. If I remember correctly a couple years ago the interfered with formatting floppies. To get a floppy icon on the kde desktop, right click on the desktop and choose new ->device. Then choose floppy. It may have changed in the last couple releases but this should be enough to get you going. Then right clicking the floppy icon shoud give you a choice to mount or unmout as needed.

Please note that I have not used Debian based distros.
