WATER IS THE ISSUE, well of course it does take electricity to pump
it, and water at Boulder dam in Colorado to produce the electricity to

In general in this and many other countries, though perhaps too simplistic:
(1) Electricity is produced in generators powered with fuel oil, natural
gas, coal, or water, as well as nuclear reactors.
(2) Water is pumped with power from fuel oil, gasoline, or electricity.
