I think what he is saying is that he was unhappy with the Gnome interface that was setup with Debian, and is not running Mandriva.
As for the original problem, if Apache, PHP4 and MYSQL are all installed, but the mod_php is not, and apache is not setup to properly execute php scripts, then things will not work. I remember from setting up a phpbb site, that there was some manual steps in the process. It could have been that Apache did not know how to run php scripts, or that when postnuke was installed, the necessary databases were not created. There are a lot of potential issues, but now that the box is a Mandriva box, then we might never know.
