As I understand it (and it's likely I misunderstand....) architectures
that support PCI hotplugging don't run power to the PCI slots until a
very low voltage continuity/ground test succeeds. This "card sense"
indicates that a card is properly slotted and prevents accidentally
letting the magic blue smoke out.
