an up to date debian or ubuntu machine will have this taken care of

on freebsd you can either update to 5.5 or 6.2
or you can install the zoneinfo from ports and run tzsetup

for the detail oriented the rules now in effect are

Rule    US      2007    max     -       Mar     Sun>=8  2:00    1:00    D
Rule    US      2007    max     -       Nov     Sun>=1  2:00    0       S

/usr/src/share/zoneinfo/northamerica makes for some interesting reading

generally in my world I'm more worried about inconsistent time stamps
in log files leading to my being unable to figure out why things are
broken than anything customer facing

In a large orgainization running Exchange, it is plausible.

The current recommend is to include the real meeting date/time as text in
email subject lines and comment fields when submitting
invitations/appointments and posting calendar events.
