With uplink and routing capabilities, you *could* use it as emergency WAN access, but the short of the license is that it is for public-good, hobby, testing, and emergency use... similar to CB radios. And similar to CB, where it is all too common to hear illegal amps and soundFX boxen on the interstate, from what I hear a lot of folks use SSH tunnels for privacy even though the packets are supposed to be in the clear. Something about a reasonable personal-use privacy, but it prolly gets into the grey area of licence-adherence. I also hear that some folks operate without a license -- this is made easier by commodity hardware, you can purchase a rig off the internet very easily.
