/usr/bin/stat appears to print microsecond timestamps.  I don't know
about tar.  The stat(2) man page doesn't mention it, but
the stat family syscalls return timestamps as struct timespec, which
has NANOSECOND resolution!  W00t.

I didn't know that until just now.  I had to read /usr/include/bits/stat.h.
