Your options are basically Qwest and Comcast.

Qwest recently upgraded their bandwidth options and you can get a
decent downstream speed but outbound is pegged at 768k unless you're
in the top tier in which case you can get 1mbps outbound.

I have the 7.5mbps plan and it works fine. I haven't had much problem
doing skype, sip calls can occasionally be echoey but that isn't
necessarily my connection.

Don't know how comcast copes w/ voice calls.
