Is the web presence a significant part of the business, or is it
an adjunct to the main biz?

If it's an adjunct, just get a cheap hosting account.  Several
people I know are happy with Acornhost at $10/month.  If
you need Rails or Django or Drupal or whatever, there are still
cheap, reliable options.

If it's the main course, consider building it in the cloud.  You'll
get much easier, faster scaling and lower sysadmin costs.
Your options are more complicated.

If you're talking about something other than a web site, please
tell us more.
