I'm not sure this is such a fun idea: the moon is fairly static. No wind blows,
no observable seasonal change, no movement other than watching shadows slowly
change. In summary, about as exciting as looking at still pictures we already
have.
Maybe putting the web-cam on a rover that randomly explores the surface could be
great fun. Of course, just landing a solar powered notebook with webcam and
transmitter is not exactly a cheap mission, and certainly not peanuts. Just look
at how much amature satellites currently cost in low earth orbit.
The problem is always launch costs. No space mission will be peanuts until they
are reduced by a factor of 100.
