His article is certainly where I first heard of it. At least he was the first to propose it to the popular press. Most people do not read scientific journals, and Hoagland _IS_ responsible, in my opinion, for igniting the popular imagination.
This nitpicking doesn't remove that, no matter how much mischief he is otherwise responsible for.
