Generally, I've sent a mail either to the webmaster or to an existing contact at python.org. Things like the news on python.org and lwn.net tend to favour short newsflashes whereas mailing lists and newsgroups permit longer messages. Editing these so that they make sense and don't lose important context isn't trivial.
